7. Subsequent to Mr. ZUNDEL receiving the envelope, he received a package in the mail containing a pipe bomb. Three other persons were mailed parcel pipe bombs. The intended recipients of the four parcel pipe bombs were Ernst ZUNDEL of Toronto, Charles SCOTT in Yarrow, Terence MITENKO at or near Cochrane, and John THOMPSON in Toronto. The parcel pipe bombs were received on May 16, 1995, June 12, 1995, July 11, 1995 and July 13, 1995, respectively.

8. The groups and individuals referred to in paragraph 3 of this information to obtain are also being investigated in connection with the mailing of a number of envelopes in January 1996 to persons in British Columbia and in Alberta. Each envelope contained an index card to which there was affixed a razor blade, approximately three and half inches long and a threatening letter styled "communiqué". The index card with attached razor blade was positioned in the envelope in such a way that the person opening the envelope might sustain a cut to the finger. The persons to whom the envelopes were addressed are persons who are connected to the guide outfitting business.

9. In March of 1996, the investigation of the groups and individuals referred to paragraph 3 of this information to obtain was expanded to include a second mailing of envelopes containing index cards to which there was affixed a razor blade. The recipients of these letters are persons connected to the fur retail business. These letters were received by persons in Vancouver, Edmonton, Winnipeg, Toronto and Montreal.

10. While a number of investigative agencies across Canada are involved in the investigation of the offences described above, my section, the Vancouver RCMP National Security Investigations Section, has the primary responsibility for the investigation because the parcel pipe bombs appear to have been sent from the Vancouver area. Further, THURSTON and BARBARASH were both residing in Vancouver at that time. Also, the envelopes containing the razor blades appear to have been sent from the Vancouver area.

11. After my assignment to the Vancouver RCMP National Security Investigations Section, I assumed the responsibility as primary investigator of this investigation from Cpl. Tim FORESTELL ("Cpl. FORESTELL").

12. On December 13, 1995, and March 26, 1996, I was informed by Cpl. FORESTELL and verily believe it to be true, that:

(a) In April 1995, he became involved in this investigation. He subsequently became the principal investigator in the attempted murder investigation involving the parcel pipe bombs sent to Ernst ZUNDEL ("Mr. ZUNDEL") in Toronto, Charles SCOTT ("Mr. SCOTT") in Yarrow, Terence MITENKO ("Mr. MITENKO") near Cochrane and John THOMPSON ("Mr. THOMPSON") in Toronto. The parcel bombs all appear to have originated in Vancouver, B.C. He has personal knowledge of the investigation. He worked in conjunction with other police forces, investigators and agencies that have had parcel pipe sent to victims in their jurisdictions, including Toronto Metropolitan Police Service, Calgary RCMP General Investigation Section, Edmonton National Security Investigations Section, Edmonton RCMP General Investigations Section, Ontario RCMP National Security Investigations Section, Chilliwack RCMP General Investigation Section, and Vancouver Police Department. There has been a constant exchange of information resulting from each agency's investigations.

(b) On April 13, 1995, Mr. ZUNDEL received a threatening communiqué in Toronto. The envelope also contained a mousetrap to which a razor blade was attached. A group calling itself the Anti-Fascist Militia claimed responsibility.

(c) On April 20, 1995, the Vancouver City Police received a complaint via phone and fax message from Mr. Tony McALEER of Vancouver, B.C. on behalf of Mr. ZUNDEL. The complaint was in relation to Mr. ZUNDEL receiving an envelope which contained a razor blade armed mouse trap. Mr. ZUNDEL's incident occurred on April 13, 1995 in Toronto, Ontario. The accompanying communiqué stated that an organization calling itself the Anti-Fascist Militia was responsible. The final line in this communiqué was unique as it stated "...next time it might be BOOM!" The return address on the envelope was "A.F.M. Power International, 206-307 W. Pender, Vancouver, B.C. V8C 3G9.

(d) On April 25. 1995, Sgt. Peter Montague, the RCMP Media Liaison Officer, advised Vancouver NSIS that Reuters News Service had received a communiqué from an organization calling itself the Anti-Fascist militia. The communiqué claimed to have sent mousetrap letters armed with razor blades to Ernst ZUNDEL, Richard BUTLER, Terry LONG, George BURDI, Tom METZKER, Don BLACK, Dr. E.R. FIELDS (Thunderbolt), Screwdriver Services, Aryan Resistance Movement - Scott GRAHAM, and Aryan Resistance Movement - Tony McALEER. The communiqué ended with the following statements:

This is only the beginning.
NO JUSTICE - NO PEACE
MORE TO COME FROM THE ANTI-FASCIST MILITIA

(e) Cpl. FORESTELL was familiar with Aryan Nations groups, White Supremacist groups, and their members, through the nature of his duties over a four year period with Vancouver NSIS. He was aware that all the groups and individuals listed on the communiqué to Reuter New Service are known to be affiliated with such organizations.

(f) On May 7, 1995, Mr. ZUNDEL's home in Toronto was the target of an arsonist. The result of this arson fire was approximately $200,000 dollars damage. ZUNDEL was in the Vancouver area on a speaking tour at the time of the fire.

(g) On May 16, 1995, Mr. ZUNDEL received a parcel containing a pipe bomb in the mail. Mr. ZUNDEL was suspicious of the parcel and notified the Toronto Metropolitan Police Force. The pipe bomb was detonated and was partially destroyed. The remnants of the parcel pipe bomb showed that the return address on the parcel was "PO Box 35683, Vancouver, B.C." This address was a former address of the Aryan Resistance Movement, associated to a known Canadian Liberty Net found, Mr. Tony McALEER. The Canadian Liberty Net is an organization which espouses a white supremacist philosophy.

(h) Following the receipt of the ZUNDEL parcel pipe bomb, in the interests of safety, all persons and organizations mentioned in the communiqué sent to Reuters News Service by the AFM were advised by the police of the potential threat to them from parcel pipe bombs. Also, Canada Post Security was advised of the potential threat to their employees through the postal system. Also the United States Federal Bureau of investigation and United States Postal Service were warned of the potential threat.

(i) On June 8, 1995, an envelope containing a mousetrap armed with a razor blade, addressed to the Aryan Resistance Movement at P.O. Box 35683, Vancouver, B.C., was intercepted by Canada Post prior to delivery. This address was the return address shown on the parcel containing the pipe bomb which was sent to Mr. ZUNDEL. The envelope also contained a communiqué from the Anti-Fascist Militia identical in content to the one received by Mr. ZUNDEL on April 13, 1995. The final line of the letter stated "...next time it might be BOOM".

(j) On June 12, 1995, a parcel pipe bomb was received at Mr. Charles SCOTT's mailbox, Box 144, Yarrow, B.C. The parcel was picked up by a friend of Mr. Scott's, Mr. Edgar FOTH. Mr. FOTH was suspicious of the parcel and took it to a remote area and attempted to open it. Mr. FOTH had partially opened the parcel. However, prior to the bomb detonating, Mr. FOTH noticed nails and soldering. He immediately called the police. The parcel was disarmed by Special Constable GABRIEL of the Vancouver RCMP Explosives Disposal Unit, who confirmed that it was a pipe bomb.

(k) The parcel pipe bomb mailed to Mr. SCOTT had been wrapped in a Toronto Globe and Mail newspaper. The majority of the outside of the parcel was covered in clear tape. The effect of this was that the postage stamps could not be cancelled, as was the case with the ZUNDEL bomb packaging. The return address on the parcel was to Security Services and Aids, 1708 East First Avenue, Vancouver, B.C.

(l) On June 23, 1995, the names of Darren Todd THURSTON and David Nathan BARBARASH surfaced as potential suspects. Cpl. FORESTELL was familiar with THURSTON and BARBARASH's background as Animal Rights activists. The fact that mousetraps were being used suggested Animal Rights Militia modus operandi.

(m) Two more parcel pipe bombs were received, one at ALTA GENETICS Inc. ("ALTA GENETICS"), addressed to Dr. Terrence MITENKO near Cochrane, Alberta and one at the MACKENZIE INSTITUTE, addressed to John THOMPSON, in Toronto, Ontario.

(n) Similarities were noted between the parcel pipe bombs received by ZUNDEL, SCOTT, ALTA GENETICS, and the MACKENZIE INSTITUTE. They are as follows:

(i) All used address labels;

(ii) All used stamps in denominations of 88 cents;

(iii) All used clear tape over the stamps so that none of the parcels postage stamps were cancelled.

(iv) All used nine volt batteries. (The ZUNDEL bomb had a Safeway battery)

(v) The SCOTT and MACKENZIE INSTITUTE parcel pipe bombs used the same type of nine volt connectors (Black and red wires). There were remnants of a nine volt connector in the ALTA GENETICS parcel pipe bomb with similar features to the nine volt connector on the SCOTT and MACKENZIE INSTITUTE parcel pipe bombs. There was not sufficient evidence remaining after the detonation of the ZUNDEL parcel pipe bomb to confirm whether it was the same type of connector as was used in the SCOTT and MACKENZIE INSTITUTE parcel pipe bombs.

(vi) All used mousetraps as a switch.

(vii) All used pipes, containing some kind of explosive material, with screw cap ends.

(viii) All had nails secured to the exterior of the pipe bomb itself, the ZUNDEL bomb having finishing nails and the SCOTT bomb having common nails.

(ix) All were claimed to have been sent by MDATF.

(x)1 The MDATF claimed that all the victims were either fascists, perceived to be associated to the "Right Wing", or have dealings with research involving animals.

(xi) Two of the parcel pipe bombs, the ALTA GENETICS and ZUNDEL bombs, were confirmed to have used the same type of explosive powder.

(o) On June 26, 1995, Mr. Ed COLLISTER of the Montreal Gazette received a communiqué from a group identifying itself as the MDATF. The communiqué was received via Canada Post with a Vancouver postmark. The text describes in detail the parcel pipe bombs received by ZUNDEL and SCOTT; the dates on which they were received; and gives a brief history on the white supremacist activities of SCOTT, FOTH, and ZUNDEL. The MDATF warn that their "armed resistance" will not be limited to fascists but also "imperialists, military weapons producers, eco destroyers, and all oppressors". It further stated that MDATF claims solidarity with such leftist terrorist groups as ROTE ZORA, AIZ, RED ARMY FACTION, RARA, MACHETEROS, FALN, EZLN, AND FMLN.

(p) The Frazer Institute, which was the name used as a return address on the MACKENZIE INSTITUTE parcel pipe bomb, may be construed by left wing extremist groups as being associated to right wing attitudes and as part of the "establishment".

(q) On July 27, 1995, Cpl. FORESTALL received the MACKENZIE INSTITUTE parcel pipe bomb exhibits from Metro Toronto Police Detective Constable Wayne R. DOVE, of Forensic Identification Services, in Toronto.

(r) On July 27, 1995 at 1600 hrs. he received the ZUNDEL parcel pipe bomb exhibits from Sergeant Bernie McMANN, Metro Toronto Police Service, Emergency Task Force.

(S) On August 2, 1995, he turned these exhibits over to Cst. Dennis DOYLE of Vancouver NSIS who was the designated exhibit man on this investigation at that time.

(t) On July 25, 1995, the Province newspaper in Vancouver received communiqué #1 from the MDATF and the Sun newspaper in Vancouver received communiqué #3 from the MDATF. The numbers "2" and "3" are assigned to the communiqués by the MDATF.

(u) That on July 27, 1995, the Toronto Globe and Mail newspaper office received communiqué #2 and #3 from the MDATF.

(v) That on July 28, 1995, the Montreal Gazette newspaper office received communiqués #2 and #3 from the MDATF.

13. On November 30, 1995, I was informed by Detective Constable Dave MALCOLM, of the Metro Toronto Police Force Intelligence Unit, and verily believe that:

(a) he was the principal investigator in Toronto of the attempted murder of Mr. Ernst ZUNDEL in relation to a parcel pipe bomb being mailed to him and as a result he has personal knowledge of the investigation.

(b) He had been working in conjunction with other police agencies and investigators and that there has been a constant exchange of information.

(c) On April 13, 1995, Mr. Ernst ZUNDEL received an envelope containing a threatening communiqué mailed to his home address of 206 Carlton Street, Toronto, Ontario. The communiqué was accompanied by a mousetrap to which a razor blade was affixed. The letter was signed by the Anti Fascist Militia.

(d) On May 7, 1995, Mr. ZUNDEL's home in Toronto Ontario was the target of an arsonist. The resulting fire caused approximately $200,000 dollars damage. ZUNDEL was in the Vancouver area on a speaking tour at the time.

(e) On May 16, 1995, Mr. ZUNDEL received a parcel containing a pipe bomb in the mail. Mr. ZUNDEL was suspicious of the parcel and notified the Toronto Metropolitan Police Force on May 20, 1995. The pipe bomb was detonated and was partially destroyed. The remnants of the parcel pipe bomb showed that a return address on the parcel was PO Box 35683, Vancouver, B.C. This address is a former address associated to a known Aryan Resistance Movement advocate, Mr. Tony McALEER. The parcel pipe bomb had been mailed to 206 Carlton Street, Toronto, Ontario, Mr. ZUNDEL's home residence.

(f) The parcel containing the pipe bomb sent to Mr. ZUNDEL was approximately 9" x 17" x 3.5" in dimension. It was wrapped in brown paper with white address labels. The entire parcel was wrapped in clear tape and was unusually heavy for a parcel that size.

(g) He confirmed that eight of the ten names and organizations on the list contained in the communiqué of the AFM received by Reuters News Service on April 25, 1995, had received the razor blade armed mousetrap envelopes and the accompanying communiqué stating "...next time it might be BOOM".

14. On December 5, 1995 and April 19, 1996, I was informed by Constable Don PARKE ("Cst. PARKE"), Calgary RCMP General Investigation Section, and verily believe that:

(a) He was the principal investigator and file coordinator in the investigation of the attempted murder of Dr. Ted MITENKO by the sending of a parcel bomb to him at ALTA GENETICS INC. near Cochrane, Alberta, and he has personal knowledge of the investigation.

(b) During the course of his investigation, he had constantly exchanged information with other police officers and agencies in relation to his investigation.

(c) On July 11, 1995, he was informed by Sergeant F.D. MULLANEY of the Calgary RCMP that on July 11, 1995, the RCMP in Cochrane had received a complaint of a bomb detonating in an office at ALTA GENETICS INC. located on Bearspaw Road near Cochrane.

(d) On July 11, 1995, he was informed by Constable Will WARK ("Cst. WARK") that:

(i) On July 11, 1995, Cst. WARK and Sgt. BEGGS attended the ALTA GENETICS INC. offices where they were informed by Dr. Ted MITENKO that he had received a parcel and had opened this parcel in the privacy of his Vice President's office. The package contained a bomb which detonated causing extensive damage to this office and one adjoining office. Dr. MITENKO was injured in the blast as he was protected from the main force of the blast by a thick wooden desk.

(ii) Cst. WARK interviewed Susan ANDERSON, a Western Breeders employee who advised that prior to Dr. MITENKO receiving the parcel, she had received the parcel, then had taken the parcel to the receptionist, Deb TURNER.

(iii) Cst. WARK further stated that he interviewed Deb TURNER who said that she had delivered this parcel to Dr. Ted MITENKO's office and placed it on Dr. MITENKO's desk.

(e) On July 11, 1995, Cst. PARKE was advised by Ms. Elsie KIRBY:

(i) That Elsie KIRBY worked for a company called Western Breeders which is located in Balzac, Alberta, an associated business of ALTA GENETICS INC.

(ii) That the parcel in question had been delivered to Western Breeders on July 11, 1995, at approximately 8:30 A.M. by Shannon KOZAK, a contract employee of Canada Post. Elsie KIRBY further advised that Susan ANDERSON, another Western Breeders employee, delivered that parcel to the receptionist at ALTA GENETICS INC. on July 11, 1995.

(iii) That the parcel was addressed to Ted MITENKO and had the word "Personal" marked on it.

(f) That on July 11, 1995, Cst. PARKE was advised by Dr. Ted MITENKO ("Dr. MITENKO") that

(i) The parcel had been addressed to Dr. Terrence MITENKO, which is his real name.

(ii) He is not known by Terrence to any of his friends and associates.

(iii) He does not personally know a Dr. R. PETERSON of Vancouver, B.C., the name used on the return address label.

(iv) On July 11, 1995, he received the parcel in question and became suspicious of the parcel and opened it with a coat hanger from behind the safety of his thick wooden desk. Dr. MITENKO advised that he was thrown backwards into the wall by the force of the blast but otherwise was not injured except for short term deafness.

(v) Dr. MITENKO could not provide the names of anyone who might wish to do him harm.

(vi) Dr. MITENKO is a Vice President with ALTA GENETICS INC., and that ALTA GENETICS INC. is an embryo transplant centre for domestic livestock and dairy cattle.

(g) On July 14, 1995, he interviewed Dr. R. PETERSON in Vancouver, B.C. It was determined that Dr. PETERSON was not involved in the mailing of the parcel bomb to Dr. MITENKO.

15. On December 5, 1995 and March 8, 1996, I was informed by Corporal Dave SINCLAIR, of the Calgary RCMP Explosives Disposal Unit, and verily believe that:

(a) He has been a bomb technician with the RCMP since 1984.

(b) On July 11, 1995 at 1310 hors., he attended the office of Dr. Ted MITENKO, of ALTA GENETICS INC. where the blast occurred. Cpl. SINCLAIR advised that the bomb was a pipe bomb with nails secured to the outside. He advised that the triggering device was a mousetrap and a nine volt battery assembly. He further advised that he had located the return address portion of the parcel. The return address was that of "Dr. R. PETERSON, 6081 University Boulevard, Room 151 - Agricultural Sciences Bldg., Vancouver, B.C."

(c) On July 14, 1995, he travelled to Vancouver, B.C. and examined the parcel pipe bomb sent to Mr. Charles SCOTT in Yarrow, British Columbia.

(d) He believes that both the MIKENKO and SCOTT pipe bombs are similar in construction, with several common characteristics, which are as follows:

(i) Both used "Victor" brand mousetraps

(ii) both used glue to hold them in place

(iii) Both used Duracell brand nine volt batteries.

(1v) The SCOTT bomb used 7 strand copper speaker wire, and the ALTA GENETICS INC. bomb used 7 strand silver speaker wire.

(v) Both had four inch pieces of pipe.
